The Chicago, Burlington, and Quincy Railroads sparked the development of a number of villages and towns in Cheyenne County along with their expansion and construction of grain elevators. Fred G. Gurley was the superintendent of the Burlington Railroad in the village beginning in 1916. Gurley continued to grow with many businesses and school. One of the longest standing businesses in Gurley is The Outlaws Cafe & Catering on the south edge of town. It originally opened in 1954, over the years changing hands a number of times until January 1979 when a group of 24 investors purchased it to ensure they had a placed to continue meeting for coffee. The cafe is still owned by this group and currently operated by Shawn Kruse.
